今年是西藏自治區成立50周年，國務院新聞辦6日發表有關西藏自治區的白皮書《民族區域自治制度在西藏的成功實踐》（Successful Practice of Regional Ethnic Autonomy in Tibet），白皮書指出，達賴喇嘛無法否定中央政府對活佛轉世的認定權。

西藏白皮書指出，中央“對活佛轉世制度有無法否定的認定權”。

“轉世制度”用reincarnation system表示，即活佛轉世制度（reincarnation system of living Buddhas），是藏傳佛教解決教派和活佛傳承問題的特有制度。Reincarnation（轉世）是一種宗教概念，指人的肉身死亡（biological death）之后，靈魂（soul or spirit）可以投轉到一個新的身體里開始新是生命。

活佛轉世制度作為西藏宗教特有的信仰和傳承方式，得到國家和西藏自治區各級政府的尊重，藏傳佛教僧人學經制度也不斷完善。目前，西藏有各類宗教活動場所（religious venues）1787處，住寺僧尼4.6萬多人；現有活佛（living Buddhas）358名，其中60多位新轉世活佛按歷史定制和宗教儀軌得到認定（more than 60 were newly incarnated according to customs and religious rituals）。

西藏自治區黨委統戰部部務會成員羅布頓珠在發布會上表示，達賴認定的所謂的“班禪”，實際上是十四世達賴不顧歷史定制（historical conventions），破壞宗教儀軌（religious rituals），擅自認定的，是非法的、無效的（The designation is illegal and invalid）。

白皮書同時指出，在中國共產黨的領導下，“今日的西藏，是其歷史上最為輝煌的時期”（Tibet is at the best stage in its history），并批評“十四世達賴集團”不斷鼓吹“中間道路”（constantly preached the 'middle way'），“注定逃脫不了失敗的命運”。
