Xinhua News Agency: Some people are worried that China's growth might fail to reach the target or even below 6.5 percent. What's your view?

的確，世界經(jīng)濟(jì)現(xiàn)在復(fù)蘇乏力，中國經(jīng)濟(jì)又深度地融入世界經(jīng)濟(jì)，會(huì)受到影響和沖擊。中國經(jīng)濟(jì)本身也在轉(zhuǎn)型，一些長期積累的矛盾在凸顯，所以說下行的壓力確實(shí)在持續(xù)加大。有一個(gè)很明顯的特征，就是地區(qū)和行業(yè)的走勢(shì)分化。
The weak world recovery has taken its toll on the Chinese economy, which is deeply engaged in the world economy. China's economic transition is under way and its deep-rooted problems are emerging. The downward pressure indeed is increasing. But one prominent feature is greater divergence among regions and industries.

我記得前不久看有外媒報(bào)道，說是到中國的某個(gè)重化工企業(yè)，感到經(jīng)濟(jì)不景氣，而到科技城看，那里的場(chǎng)面火爆，好像經(jīng)濟(jì)還在兩位數(shù)增長，這跟我們下去調(diào)研的一些感受是類似的。實(shí)質(zhì)上它說明了中國經(jīng)濟(jì)是困難和希望并存，如果從底盤和大勢(shì)來看，希望大于困難。
The other day I read a foreign media report saying that one visit to a heavy industry left the impression of depression, while the next stop to a technology park left the impression that the economy is growing at a double-digit rate. This is in line with my last year's field trip conclusion: hope and challenges coexist. If we look at the "fundamental" and "big trend", hope outweighs challenges.

我們對(duì)中國經(jīng)濟(jì)長期向好充滿信心，這種信心并不是憑空的，因?yàn)槲覀儓?jiān)信只要堅(jiān)持改革開放，中國的經(jīng)濟(jì)就不會(huì)“硬著陸”。因?yàn)橹袊袌?chǎng)還有很大的潛力，人民群眾可以說有無窮的創(chuàng)造力，而我們政府確實(shí)還管了一些不該管的、束縛生產(chǎn)力發(fā)展的事情。同時(shí)，在保障公平競(jìng)爭(zhēng)環(huán)境的監(jiān)管方面又沒有完全到位。所以通過推進(jìn)改革，就可以激發(fā)市場(chǎng)更大的活力、人民群眾更大的創(chuàng)造力，把億萬群眾的勤勞和智慧的空間拓展開來，就可以頂住中國經(jīng)濟(jì)下行的壓力。
We are fully confident about China's long-term growth prospects. This confidence is not groundless, because we believe that there will not be a hard landing as long as we stick to the reform path. There is still huge potential for China's markets; the general public has unlimited creativity. The government has overreached its aims in many aspects of economy, which hindered the gains of productivity; we are also not doing a sufficient job in ensuring a level playing ground . I believe through reform we can stimulate more vitality in the market, and greater vigor of the people. The wisdom and hard work of our people, if well tapped, is enough to withstand downward pressures.

像我們正在推進(jìn)的簡(jiǎn)政、減稅，這些供給側(cè)結(jié)構(gòu)性改革都會(huì)釋放市場(chǎng)的活力。同時(shí)，中國新的動(dòng)能正在生成，而且超出我們的預(yù)期。這幾年中國經(jīng)濟(jì)增速是在放緩，但是我們還是實(shí)現(xiàn)了比較充分的就業(yè)，去年新增城鎮(zhèn)就業(yè)1300多萬人，而且今年一二月份我們的服務(wù)業(yè)又增長了8.1%，其中包括研發(fā)等高技術(shù)領(lǐng)域，這也帶動(dòng)了傳統(tǒng)動(dòng)能的改造。我們的傳統(tǒng)動(dòng)能還有很大的潛力，因?yàn)槲覀冋幵诠I(yè)化、城鎮(zhèn)化的推進(jìn)過程當(dāng)中，產(chǎn)業(yè)升級(jí)有空間，新型城鎮(zhèn)化是最大的內(nèi)需，特別是中西部地區(qū)，還有很多有效投資需求。我們把培育新動(dòng)能和改造提升傳統(tǒng)動(dòng)能結(jié)合起來，形成中國經(jīng)濟(jì)的“雙引擎”，就會(huì)闖過困難的關(guān)口，躍上希望的高原。
The deregulation and tax cuts of the past few years will unleash the vitality of the market. Meanwhile, new forces of economic growth drivers are taking shape in a way that beats expectations. Despite the slowdown over the past few years, the employment condition is not bad. Last year we created more than 13 million jobs in the urban area. In the first two months of this year, the service sector grew 8.1 percent. Among them, there is high-tech research development, which is giving a push to the upgrade of traditional industries, an area where there is so much work we can do. We are in the midst of pushing ahead with deindustrialization and urbanization. New-style urbanization is the large domestic demand, especially in central and western regions, where there is enormous room for effective investment. If we combine the "fostering of new drivers" and "upgrading of old engines" and make them the "double-engines" of the Chinese economy, it will go through the pass of difficulties and leap to the plateau of hope.

世界經(jīng)濟(jì)走勢(shì)還不確定，不穩(wěn)定的因素也在增加，但是我們有政策儲(chǔ)備。去年是世界經(jīng)濟(jì)6年來增速最低，我們還是實(shí)現(xiàn)了7%左右的增長目標(biāo)，并沒有用“大水漫灌”式的強(qiáng)刺激，而是選擇了一條更為艱難但可持續(xù)的路，就是推進(jìn)結(jié)構(gòu)性改革。中國經(jīng)濟(jì)在發(fā)展過程當(dāng)中，還會(huì)有小幅的、短期的波動(dòng)，但是如果經(jīng)濟(jì)運(yùn)行滑出合理區(qū)間，我們有創(chuàng)新宏觀調(diào)控的手段，可以穩(wěn)定中國經(jīng)濟(jì)的運(yùn)行。
Under uncertain world economic prospects, instability is adding. But we have ample reserves of policy instruments. Last year, despite a six-year low in world growth, we managed to reach our previous target. We realized that in the absence of all-out stimulus measures, instead we have chosen the path of structural reform, which is tough but sustainable. There will be small and short-term volatility down the road, but in case there is any sign that the economy will slide beyond an appropriate range, we have the reserves of innovative macro-adjustment measures to stabilize expectations.

我們所經(jīng)過的壓力測(cè)試也可以說是寶貴的經(jīng)驗(yàn)。我相信，在以習(xí)近平同志為總書記的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，落實(shí)好新發(fā)展理念，全國人民同心協(xié)力，我們完全可以實(shí)現(xiàn)“十三五”良好開局，這給世界帶來的會(huì)是一股暖風(fēng)。謝謝。

I just want to add one thing to part of the question raised by the Reuters journalist regarding when the Shenzhen-Hong Kong stock connect will be launched. We have already launched the Shanghai-Hong Kong stock connect and a lot of experience has already been gained from its operation. That stock exchange connection has brought real benefits to both cities. Currently, authorities in the mainland and in Hong Kong are in intensive discussions, and we will work toward the launch of the Shenzhen-Hong Kong stock connect within this year.

總理先生，在您的政府工作報(bào)告當(dāng)中提出一系列穩(wěn)定中國經(jīng)濟(jì)增長的措施，這些都會(huì)有助于世界經(jīng)濟(jì)的發(fā)展。但同時(shí)還存在一個(gè)不確定因素，就是似乎在中美這兩個(gè)世界上最大的經(jīng)濟(jì)體之間，在某些問題上始終存在一些分歧。總理先生，您覺得應(yīng)該采取什么措施來改善中美關(guān)系？中方如何回應(yīng)美方在有關(guān)問題上存在的一系列關(guān)切，包括市場(chǎng)準(zhǔn)入、投資限制、對(duì)美國企業(yè)的公平待遇以及公平貿(mào)易，以便不要蠶食美國國內(nèi)的就業(yè)崗位以及其他美國總統(tǒng)大選當(dāng)中的一些候選人提出的關(guān)切。
NBC: I'm with NBC. Respected Premier Li, your work report has outlined steps to China's economic growth, which should help the global economy. But there is one factor of uncertainty and that is the continuing dispute between the world's two largest economies over a range of disputes. So Mr Premier, what do you propose can be done to improve the China-US relationship and address American concerns with respect to market access, investment restrictions, level of fair competition for American companies or fair trading practices that did not steal American jobs, issues that have been raised by some candidates in the current US election campaign. 中美兩國之間有廣泛的共同利益，當(dāng)然也存在著分歧，有的還是比較尖銳的，這毋庸諱言。一段時(shí)間不少人紛紛議論中美之間的分歧，但是往往會(huì)忽視中美之間去年發(fā)生的一個(gè)重要事情，就是中國成為美國最大的貿(mào)易伙伴，貿(mào)易額接近5600億美元，這本身就表明中美的共同利益是在不斷擴(kuò)大，而且遠(yuǎn)遠(yuǎn)大于分歧。
There are broad interests between China and the United States. There are also some differences between the two countries, and some differences could be quite sharp. There is no need to deny this. For some time it seems that many people have been talking about differences between the two countries, yet at the same time have overlooked one very important thing that happened last year, that is China became the United States top trading partner, with two-way trade reaching $560 billion. This in itself shows that the common interests between the two countries are constantly expanding, and (the common interests) far outweigh their differences.

如何使中美關(guān)系健康向前發(fā)展，我想還是要遵循平等相待、互利共贏的原則。現(xiàn)在中美雙方都表示，要積極推進(jìn)中美投資協(xié)定談判，我們將會(huì)放開或逐步放開美方對(duì)中國投資的準(zhǔn)入門檻，但是這應(yīng)該是相向的，雙方開放應(yīng)該是對(duì)等的。所以我們也希望美方在和我們進(jìn)行中美投資協(xié)定談判過程中，能夠本著平等共贏的原則來推進(jìn)。我相信，我們之間的共同利益會(huì)不斷擴(kuò)大。對(duì)于出現(xiàn)的分歧，我們之間有上百個(gè)對(duì)話交流機(jī)制，只要是出于誠意，管控好分歧，我相信中美共同利益還會(huì)不斷擴(kuò)大。在中美合作不斷擴(kuò)大的過程中，分歧的量會(huì)增加，但所占比例會(huì)下降。中美深化合作不僅有利于中美兩國，也有利于世界。 As for how to ensure the healthy development of China-US ties, I believe both countries need to act in keeping with the principles of equality and mutual benefit. Currently the two countries have stated readiness to press ahead with Bilateral Investment Treaty negotiations. China, on its part, will give US investors wider market access in a gradual manner, but we hope such openings would be mutual, and the BIT negotiations should proceed on the basis of seeking mutual benefit. I believe the common interests between us will constantly expand. As for the differences between the two countries, there are up to 100 various dialogue and exchange mechanisms between China and the US. As long as the two sides act with good faith and properly manage their differences, I believe our common interest will further expand. And as our cooperation expands, the number of differences may naturally rise, but the percentage of differences in the overall China-US relationship will only come down. Broader cooperation serves the interests of both countries and the world.

中美經(jīng)貿(mào)關(guān)系的發(fā)展從來都是雙贏的，這一點(diǎn)，美國的商人們心里最清楚。現(xiàn)在美國正在舉行大選，很熱鬧，吸引眼球，但是不管花落誰家，最后誰當(dāng)總統(tǒng)，我相信中美關(guān)系向前發(fā)展的大勢(shì)不會(huì)改變。中美建交幾十年了，經(jīng)歷了多少風(fēng)風(fēng)雨雨，但是中美關(guān)系向前發(fā)展是大趨勢(shì)。謝謝！
Business cooperation between our two countries has always been mutually beneficial, something that I believe the US business people know best. As for the ongoing general election in the US, it has been lively and has caught the eyes of many. I believe that no matter, in the end, who gets into the White House, the underlying trend of China-US ties will not change. It has been several decades since the two countries established diplomatic relations, and the relationship has seen more than a fair share of ups and downs, but it has been always moving forward, which I believe is the underlying trend.
