謝謝主持人。總理您好。您剛才談到簡(jiǎn)政放權(quán)時(shí)談到了政務(wù)公開,大家對(duì)政務(wù)公開也是有越來(lái)越高的期待,每年依法申請(qǐng)公開信息的數(shù)量也在逐漸增多。但是一些地方和部門不夠“給力”,發(fā)布消息相對(duì)滯后,大家心里有些著急,有些意見。請(qǐng)問(wèn)總理您怎么看?謝謝。
China National Radio: Just now you mentioned increasing transparency in government affairs. Our people have high hopes for great openness of government affairs, and each year the number of applications for the release of government information has been on the rise. However, we have seen that some government departments and local authorities are not so quick in releasing related information, which the people are quite unhappy about. What steps will be taken to address this problem?

政務(wù)公開和簡(jiǎn)政放權(quán)可以說(shuō)都是推進(jìn)政府職能轉(zhuǎn)變的關(guān)鍵,中央也明確要求,要推進(jìn)政務(wù)公開,我們還要在若干方面進(jìn)行努力。首先,該公開的應(yīng)該全部公開。公開是慣例,不公開是例外。尤其是涉及到公眾利益的措施,財(cái)政預(yù)算收支情況等,都應(yīng)該加大公開的力度,讓群眾像掃二維碼一樣清清楚楚、一覽無(wú)余。
Streamlining administration and increasing transparency of government affairs are both essential for transforming government functions. There is no problem with the firm resolve of the central government to increase the openness of government affairs, and further steps will be taken in this respect. First, any information that can be made public should be released. So openness will be standard practice, whereas the lack of this an exception. More information needs to be made public if it concerns an issue that involves public interests or it concerns the balance sheet of public finances. We should make government information as easily accessible for our people as just one click away.

第二,能上網(wǎng)的要盡可能上網(wǎng)。政府的權(quán)力清單要上網(wǎng),權(quán)力的運(yùn)行也要上網(wǎng),要留下痕跡,這樣可以減少自由裁量的空間。人們不是常說(shuō)“人在做、天在看”嗎?現(xiàn)在是云計(jì)算的時(shí)代,我們要讓“權(quán)在用、云在看”。行使權(quán)力不能打小算盤。
Second, we need to upload as much information as possible onto the Internet. We need to release the government list of powers, and this will help us narrow the space for any fraudulent use of office. People used to say, "As man is doing, heaven is watching." I guess in this era of cloud computing, it should be, "Cloud is watching, watching how power is being used," and in the exercise of power by governmental departments, there should be no practice of making calculating moves for personal gain.

第三,要及時(shí)回應(yīng)社會(huì)的關(guān)切。我們出臺(tái)一些政策,本來(lái)是為了利民、惠民,群眾看不懂、有疑問(wèn),那就要解釋。一些合理的建議,該修改的就要修改。要讓政策的內(nèi)涵透明,而且也回應(yīng)民意。今年兩會(huì)前,我就要求國(guó)務(wù)院的部長(zhǎng)們要主動(dòng)發(fā)聲,回答記者的提問(wèn)。不是有一個(gè)“部長(zhǎng)通道”嗎?我跟他們說(shuō):你們可不能記者一發(fā)問(wèn)你就拱拱手一走了之,要把嘴巴張開,直截了當(dāng)?shù)鼗卮饐?wèn)題。我聽說(shuō)今年部長(zhǎng)們的表現(xiàn)還是受到記者們的歡迎的,是不是啊?
Third, the government needs to actively respond to public concerns. When we introduce a particular policy, if people have any questions or doubts about the policy, the government has the duty to give necessary explanations and even revise the policy by drawing reasonable suggestions and ideas from the general public. We need to ensure that people are fully clear about what our government policies are about. Before the two sessions opened this year, I had asked all ministers in the State Council to be more proactive in talking to the press. Was there not a passage in the Great Hall of the People for ministers to appear before the press to take their questions? What I said to the ministers is that whenever you encounter journalists, you should no longer just wave your hand and take a quick leave, rather, you need to open your mouth and answer questions straightforward. From what I heard, the performance of ministers has been warmly welcomed and received by the press.

政務(wù)公開實(shí)質(zhì)上也是要讓政府的權(quán)力受到監(jiān)督,這樣也有利于政府提高效率,而且從制度上來(lái)避免濫用權(quán)力。我們歡迎社會(huì)各界,包括媒體朋友們的監(jiān)督。謝謝。
Increasing openness in government affairs will help ensure that the use of government power is properly supervised, government efficiency can be enhanced and institutional safeguards can be provided against misuse of office. 李總理,您好。我想請(qǐng)問(wèn)的是關(guān)于中日韓領(lǐng)導(dǎo)人會(huì)議的問(wèn)題。去年中日韓領(lǐng)導(dǎo)人會(huì)議在韓國(guó)首爾舉辦。今年日本是主辦方,中日韓三個(gè)國(guó)家之間,在包括朝鮮核問(wèn)題和中日韓自由貿(mào)易協(xié)定等方面,能夠合作的空間很多。請(qǐng)問(wèn),中方對(duì)今年的中日韓領(lǐng)導(dǎo)人會(huì)議有什么樣的期待?為了出席這個(gè)會(huì)議,您將作為總理首次訪問(wèn)日本。很多專家認(rèn)為在中國(guó)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)當(dāng)中,日本企業(yè)能夠發(fā)揮的作用很大。請(qǐng)問(wèn),您對(duì)中日經(jīng)濟(jì)關(guān)系的互補(bǔ)性有什么樣的看法?謝謝。
Japan's Nikkei Business Daily: I have a question about the meeting of leaders from China, Japan and the Republic of Korea. Last year this trilateral leaders' meeting was resumed in Seoul, in the ROK, and this year Japan is the host of the trilateral leaders' meeting. We believe that there are many areas where the three countries can work with each other, for example, in addressing the DPRK nuclear issue and in pursuing the free-trade agreement involving the three countries. So my question is what are your expectations for the trilateral leaders' meeting this year? And in order to attend this meeting, you will for the first time go to Japan in your current capacity. Some experts also believe that Japanese companies can play a big role in helping China achieve economic transformation. So I want to ask for your prospective on the economic complementarity between China and Japan?

去年我去韓國(guó)出席了中日韓領(lǐng)導(dǎo)人會(huì)議,這本是個(gè)一年一度的會(huì)晤機(jī)制,時(shí)隔三年才重啟,的確是來(lái)之不易。是否還能夠順利地進(jìn)行,三方要互動(dòng),尤其是現(xiàn)在中日關(guān)系雖然有改善的勢(shì)頭,但是還不鞏固,還比較脆弱,我們還應(yīng)該本著雙方對(duì)歷史問(wèn)題的原則共識(shí),而且做到言行一致。我可不愿意看到再走回頭路。
Last year I went to the ROK and attended the trilateral leaders' meeting. This meeting should have been an annual event, however, it was only resumed last year after a three-year hiatus, and this has not come easily. As to whether the format will enjoy smooth development in the future, it's very much up to the interactions among the three countries. In particular, there has been some signs of improvement of Sino-Japanese ties, but it is not fully established yet and it is still fragile. We believe that it is important to adhere to the consensus reached between the two sides on the issue of principle involving history, and it is important to match one's words with concrete actions. What I don't want to see is another disruption in the holding of such a meeting.

講到中日韓關(guān)系也使我想到一個(gè)比較輕松的話題,就是最近韓國(guó)棋手和AlphaGO進(jìn)行圍棋人機(jī)大戰(zhàn),三國(guó)很多民眾都比較關(guān)注,這也表明三國(guó)之間文化有相似之處。我不想評(píng)論這個(gè)輸贏,因?yàn)椴还茌斱A如何,這個(gè)機(jī)器還是人造的。中日韓三國(guó)或者說(shuō)我們中日之間,應(yīng)該有智慧來(lái)推動(dòng)智能制造、發(fā)展科技合作,創(chuàng)造人們需要的高質(zhì)量產(chǎn)品。而且中日韓三國(guó)經(jīng)濟(jì)占世界經(jīng)濟(jì)的五分之一,是亞洲經(jīng)濟(jì)的70%,我們之間的互補(bǔ)性很強(qiáng),可以攜起手來(lái)去開拓更為廣闊的世界市場(chǎng)。謝謝!
Talking about the relationship among China, Japan and the ROK, I cannot help but recalling a lighthearted topic. That is the recent match between the ROK champion and AlphaGo, the match between human and computer. It has become a very hot topic in all the three countries, I think that shows in a way that there is much commonality culturally among the three countries. I have no intention to comment on the results of the match here, but I believe, despite win or lose, after all this machine, AlphaGo, is designed and made by humans. I also believe that the three countries, or between China and Japan, can have wisdom in boosting smart manufacturing and science and technologies to develop high quality products that can better meet consumer needs. The economy of the three countries accounts for one-fifth of the global total and 70 percent of the Asian total. I believe there are many complementarities among us and if we can leverage these complementarities, we can do even better in global markets.
